Landlord and HMO licensing

Apply for a licence if you rent out a house in multiple occupation (HMO).

A house in multiple occupation (HMO) is a home rented to 3 or more people who are not from one household and who share a kitchen, bathroom or toilet.

When you need a licence

You must have a licence if 5 or more people from 2 or more households live in your property.

It's a criminal offence to rent out an HMO that needs a licence without one. You could get an unlimited fine.

What it costs

A licence costs £950 and lasts up to 5 years. You pay part when you apply and the rest when we grant the licence.

What you'll need

  • a floor plan showing the size of each room
  • your gas safety certificate and electrical installation condition report
  • details of fire alarms and fire doors
  • the tenancy agreement you use
